Q:1 To which Public Authority can I file a request through this portal?
Ans. An applicant who desires to obtain information under the RTI Act, 2005 can make a request through this RTI Online Portal to New Delhi Municipal Council.
Q:2 How do I write my application for seeking the information as per RTI Act 2005?
Ans. The text of the application may be written in the prescribed column of the RTI request form. At present, the text of the application is confined up to 3000 characters only. In case, the text of an application contains more than 3000 characters, it can be uploaded as a PDF attachment in the "Supporting Document" column of the form.
Q:3 How do I make the payment for RTI fee?
Ans. After filling the first page of the RTI request form, a non-BPL applicant has to click on "Make Payment" button for payment of the prescribed RTI fee. The applicant can pay through Internet Banking or Debit/Credit card (Master/Visa).
No fee for BPL applicants, but a BPL certificate must be uploaded.
Q:4 Do I get any receipt for online filing of RTI application?
Ans. On submission of an application, a unique registration number will be issued for future reference. Application first reaches the Nodal Officer electronically, who then forwards it to the concerned PIO.
Q:5 What will happen to my application if I filed RTI to Ministries / Public Authority other than NDMC?
Ans. The Nodal Officer will transfer the application to the correct Central Public Authority if aligned with this portal, or physically if not aligned. RTIs meant for State Authorities (including NCT of Delhi) will be returned without refund.
Q:6 Will I be informed about the additional fee (if any)?
Ans. If additional fee is required, the PIO will intimate. It can be viewed in "RTI Status" on the portal and applicant will get email/SMS alerts. Payment can be made offline via Cash, IPO, DD, or Cheque in favour of NDMC.
Q:7 How do I file an appeal with First Appellate Authority?
Ans. Applicant must click "Submit First Appeal" on the RTI Portal, fill the form, and submit online.
Q:8 Do I need to make any payment for filing an appeal?
Ans. No fee has to be paid for first appeal as per RTI Act.
Q:9 Do I get any SMS from RTI Online Portal?
Ans. Applicant may provide mobile number to receive optional SMS alerts.
Q:10 What should I do when my browser shows certificate error while opening RTI portal?
Ans. Ignore the certificate error and proceed: Firefox – Add Exception, Chrome – Proceed Anyway, IE – Continue to this website.
Q:11 Is it mandatory to create user account on RTI portal?
Ans. No. You can file directly using "Submit Request".
Q:12 What should I do if I forgot my password?
Ans. Use "Forget Password" utility to regenerate a new password.
Q:13 Can I file RTI for State Public Authorities through this portal?
Ans. No. This portal is exclusively for NDMC.
Q:14 What should I do when portal asks for activation key?
Ans. Activation key is sent on registered email. It must be used for first login. Regeneration option also available.
Q:15 What if money deducted but Registration No. not generated?
Ans. Wait 48 working hours for reconciliation. If still not generated, email details to rtionline[at]ndmc[dot]gov[dot]in.
Q:16 What if portal doesn’t allow first appeal?
Ans. This may happen if PIO hasn’t replied and 30 days haven’t lapsed. Appeal only after 30 days.
Q:17 Why do dots appear after entering password?
Ans. It is password encryption for security. Enter same password in both password and confirm password fields.
Q:18 Can I file online appeal for RTI filed physically?
Ans. No. Online appeal can only be filed against online RTI applications.
Q:19 Why is my RTI not showing in account history?
Ans. If filed directly without logging in, it won’t appear in account history. Status can still be checked with Registration No.
Q:20 How can I view Status/Reply of RTI Application or First Appeal?
Ans. Click on "View Status" to check replies for RTI applications or appeals.
Q:21 What if Registration No. not received even after 48 hours?
Ans. Sometimes registration is delayed due to bank reconciliation. If still not received, contact bank for refund.
Q:22 How to upload supporting documents if asked?
Ans. Applicant will get alert on mobile/email. Then go to RTI Portal → View Status. Details of required documents will be shown. Documents must be submitted offline to the authority.
